Seattle Rental Inspection
ALL landlords within Seattle city limits MUST register their rental properties (single family, condos or apartment buildings) with the city by 12/31/16. You can register at www.seattle.gov/RRIO
The City will be requiring property inspections every 5-10 years and will make random selections monthly. If you have been selected, we can recommend an inspector and answer any questions you or your tenant might have.
OTHER CHANGES
- The City now prohibits increasing rent if a property fails to comply with the RRIO.
- The City has prohibited special deals or concessions for tenants based on where they work.
- The City approved a new law outlawing housing discrimination based on source of income.
- When selling or reoccupying a property, landlords MUST give 90 days notice (formerly 60 and 20 days), but landlords may request a hardship exception to shorten the notice period in certain circumstances.
- The time in which landlords need to refund a tenant’s security deposit is 21 days from the date the tenant surrenders possession, unless otherwise stated in a lease agreed upon prior to 2016
- Effective January 2017, landlords will need to accept applicants on a “first come, first serve” basis. All information regarding minimum screening criteria will need to be disclosed prior to accepting applications and they must be screened in the order in which they have been received.

But it can be rented for a six-month term in the mean time to a tenant who is willing to deal with minor repairs, maintain the yard, and be a good tenant in the neighborhood, in exchange for a deep discount in the monthly rent. Tenant Repairs
How do you get a tenant to make necessary repairs to a property you own?
My last blog post advertised a house that my development company plans to tear down to make way for a mixed use commercial development at the Rainier Beach Light Rail Station. We closed on it one week ago.
The house was previously rented, but it has been vacant for at least a year, and the yard has become seriously overgrown. It was cited by community residents as a property in need of clean-up, fix-up as part of the Mayor's Community Walk in Rainier Beach last week.
Yet, it will be at least six months before we demolish the house and grounds.
So I advertised it as a short-term rental at the low, low price of $500 per month. I was looking for a handyman or tenant willing and skilled in making house repairs, property improvements, and willing to do extensive yardwork (bids to just clean up the yard ranged from $500-1000).
I was swamped with calls and emails, as would be expected at this price. I had many outstanding applicants from which to choose.
My top candidate is former military, employed by a Security firm. This applicant was willing to pre-pay the six months rent in full, make all necessary repairs and clean-up, and even hire me to help her buy a house at the end of the six months. That is certainly over the top, stand-out from the crowd material! She signed her lease agreement today.
Other investors offer the purchase of a house at a good price to lease-option buyers, who are willing to do all fix-up and repair. So it is possible to do....

$500/mo Short Term Rental in Seattle
Yes this is for real, and yes the price is legitimate. This property is
being developed, but can be rented for a six-month term to a tenant who
is willing to deal with minor repairs, maintain the yard, and be a good
tenant in the neighborhood.

The house is located on a major pedestrian and bus corridor, 1/2 block to the Rainier Beach Light Rail Station. Close to Kubota Gardens, Lake Washington, Beer Sheva Park, Rainier Beach library, community center and business district.
There is a spacious detached garage, and an unfinished basement with washer/dryer hook-ups, but no appliances. There is an electric stove and a clean refrigerator - but no guarantees on working conditions. Any tenant would need to accept the property in "as-is" condition, and be willing to make any repairs necessary during their tenancy.
The ideal tenant would be handy enough to take care of keeping the property clean and in good order. External appearances and good curb appeal to improve the property's "face" to the community would be extremely important.
The ideal tenant will be able to maintain the yard and grounds, ensuring that they remain clean, free of litter and graffiti. Any yard plants may be transplanted with the tenant at the end of their tenancy, if desired.
The ideal tenant is handy at making repairs as needed to bathroom and kitchen fixtures (these have not been inspected by owner, so tenant will have to do their own due diligence). Tenant must also install smoke detectors as required by code, for their own protection.
Tenant may make any interior modifications that do not involve structural changes, but will most certainly include cleaning, and may include changing flooring, painting, hanging items on walls, etc.
Tenant will be required to obtain renter's insurance and show a copy of the policy prior to move-in. Owner can provide referrals to insurance agents.
The ideal tenant will be a contributing member of society, a good neighbor, and a good representative for the owner in the community.
Smokers and pets are welcome. The yard is fully fenced and would be suitable for someone with pets. Please, no dangerous breeds will be allowed. Just google "dangerous breeds," if you are uncertain whether your pet will qualify.
